Triage
First, determine what is actually happening. What do you owe? What years are involved? Are all required returns filed? What notices have been issued? Has collection activity started? What deadlines exist? You cannot intelligently solve a tax problem until you know what the problem actually is.

Stabilize
If something urgent is happening, deal with the immediate threat: a levy, wage garnishment, deadline, Revenue Officer, or another collection action that cannot simply sit on the kitchen counter for another month.

Rescue
Only after the case is understood do we determine the long-term resolution. That might involve an installment agreement, hardship status, an Offer in Compromise, another resolution strategy, or something much simpler.
